Minutes of Pre-Bid Meeting - Providing catering services and maintenance of Officers’ Lounge and Dining Room (OLDR), Staff Canteen and Operation of Tea Pantries at Reserve Bank of India, Kanpur

(E-tender No.: RBI/Kanpur Regional Office/HRMD/2/24-25/ET/818)

Pre-bid meeting of the captioned tender was held at 11:00 AM on February 07, 2025, in Human Resource Management Department (HRMD), RBI Kanpur. The meeting was chaired by DGM, HRMD. The lists of participants from the Bank and vendors are given below:

2. The details of the queries raised by the vendors and the Bank’s clarifications/ comments are given below:

1. Whether the services to be provided in canteen are included in the tender value. Yes, services to be provided in staff canteen are included in the tender value.
2. Whether the Bank will reimburse expenses towards uniform of the staff engaged by the vendor? Please be guided by para 19, Section V, Part-I of the Tender Document. The Bank will not pay / reimburse charges incurred on uniform, shoes of the staff engaged by the vendor.
3. What will be the minimum working days per month for which wages of the staff engaged will be reimbursed by the Bank? The Bank will reimburse the minimum wages of the manpower engaged by the vendor for 22 working days or actual number of working days, whichever is higher.

Para 18.c., Section V, Part-I of the Tender Document stands revised as under:

“The Bank will reimburse the minimum wages of the manpower for 22 working days or actual number of working days, whichever is higher, only if the vendor provides all documents specified in para 3.d. above of this Section, complete in all respects. This obligation is imposed on the Contractor to ensure that he is fulfilling his commitments, towards his staff so deployed, under various Labour Laws with regard to payment of wages, wage period deductions from wages, recovery of wages not paid and unauthorized deductions made, maintenance of wages book, wage slip, publications of scale of wages and terms of employment, inspection and submission of periodical returns.”
4. What are the tests to be covered under the medical checkup of the staff engaged in catering services in the Bank? Please be guided by para 21, Section V, Part-I of the Tender Document. The following indicatve tests shall be covered under the medical check-up of the staff engaged by the vendor:

(i) X-Ray (Chest)
(ii) Blood Test CBC
(iii) Stool and Urine Test
(iv) Australia Antigen
(v) Tuberculosis

5. Whether Crockery will be provided by the Bank? Please be guided by para 4, Section V, Part-I of the Tender Document. Crockery/ cutlery for OLDR will be provided by the Bank whereas crockery/ cutlery/ cooking utensils for staff canteen will be provided by the vendor.

3. A site visit of OLDR, canteen and kitchen area was arranged for the representatives of the vendors.

NOTE: These minutes of the pre-bid meeting shall form part of the tender document/ Agreement. Rest of the terms and conditions and specifications of the tender document shall continue to remain same. The submission of bid by the firm shall be construed to be in conformity to the bid document and amendments/ clarifications given above.
