A pre-bid meeting for the captioned tender was held at 10:30 hrs on May 18, 2026, through WebEx.

3. The queries from the intended bidders were discussed in the meeting and the clarifications/comments provided by the Bank are given below:

1 The RFP requires complete and clear audio recording of interviews. Since surveys will be conducted within bank premises where ambient noise and multiple conversations are expected, ensuring clear audio quality may be challenging.
Query: Could the Bank clarify acceptable standards for audio quality under such conditions? Hope the deviations due to unavoidable environmental noise be considered acceptable? Pls confirm.
Audio should be clearly audible for verification.
2 The RFP specifies that GPS coordinates (latitude and longitude) must be provided with a hyperlink.
Query: We capture and share GPS coordinates in automated formats (latitude–longitude) as part of other RBI surveys. Kindly confirm whether submission of coordinates in standard lat-long format (without manual hyperlink embedding), shared through automated systems, will be acceptable. Please confirm.
Only GPS coordinates (latitude and longitude) with a hyperlink are acceptable.
3 The RFP mentions that the Bank will provide briefing on the survey questionnaire and methodology either virtually or through another decided mode.
Query: Request clarification on whether the training/briefing will be conducted in virtual or physical mode, as this has cost implications and is necessary for accurate financial estimation. Pls clarify.
Training / briefing will be conducted through online mode.
4 The RFP requires that investigators who conducted the survey accompany RBI officials for respondent identification during physical verification.
Query: As we understand, the surveys will be conducted inside the bank premises, respondents may not be directly identifiable or traceable by investigators post-interview. Kindly clarify how the agency is expected to ensure respondent identification under such circumstances.
Please refer para iv, viz. "Geographical Information", on page 23 of the Tender Document which is reproduced below:
“The agency shall provide information to the bank regarding date-wise geographical allocation for each investigator at least two working days in advance to enable the Bank to monitor and conduct on-spot verification at any point in time.”
5 The RFP states that while the lowest bidder will be awarded the contract, the Bank may also allocate work to the second-lowest bidder if they match the L1 price.
Query:
Kindly please provide clarity on the rationale and process for distributing work between both the bidders, if the L2 bidder matches the price of L1 (high probability)? Additionally, what would be the proportion or criteria for such allocation?

6 The RFP indicates that report format will be provided by the Bank.
Query:
Please clarify whether the report format will be in Word, PowerPoint (PPT), or any other format. What is the expected length/detail level of the report? By when will the report template/format be shared with the selected agency after onboarding?
The report format will be shared with the selected agency after the award of the contract.
7 Study Timeline: Page no. 23 of RFP says - Submission of final report and data: The agency shall need to submit a final report along with data collected within 21 calendar days from the date of award; whereas in Page no. 19, its says 28 days. Timeline is contracting. Please clarify. Final Report shall be submitted within 10 days from the completion of field survey. Further, the final data shall be submitted within 3 days from the completion of field survey.
8 Given the 60K sample size, we request an extension of the survey's fieldwork timeline to four weeks, given that the current banking hours of 10 a.m. to 3:30 p.m. and existing quotas necessitate additional time for smooth execution for representative sample. We kindly ask you to reconsider the timeline to ensure the survey is conducted effectively. No extension of timeline was considered.
9 In terms of timeline of the report deliverables post survey, 7 days is too stringent to prepare a detailed report. We request you to kindly consider at least 10 days, as there is no automation in report drafting. Final Report shall be submitted within 10 days from the completion of field survey.
10 As per RFP, states list has been shared. Request you to kindly share the list of cities, where survey will be conducted The number of branches across 18 States covering 19 cities is furnished below.

11 Are there any rural/ semi-urban bank branches also to be covered as a part of survey. If yes, please share the % breakup of branches w.r.t Urban Vs. Rural Please refer to our response to the query at S.No. 10 above.

5. Above amendments / clarifications are issued for the information for all intending bidders. Minutes of the pre-bid meeting shall form part of tender. All other terms and conditions of the tender shall remain unchanged. Submission of tenders shall be construed to be in conformity to the bid document and amendments/clarifications.
