Minutes of the Pre-Bid Meeting - Comprehensive Annual Contract for providing Pest control services in Bank’s Main Office Premises and various Residential Colonies, located at Chennai

A ‘Pre-Bid Meeting’ for the captioned tender was conducted as per schedule at 12:00 Hrs on March 01, 2023, in the Conference room- III, 3rd Floor, Reserve Bank of India, Chennai. The following staff members of RBI and intending bidders were present during the pre-bid meeting:

The following queries / proposals were raised during the pre-bid meeting. The clarifications given by the Bank are as follows:

1. Whether the AMC is for a period of 1 year? As mentioned during the pre-bid meeting, it is clarified that the AMC is for a period of 1 year from April 01, 2023 to March 31, 2024 and successive renewals may be done annually for 2 more years as per para 38 of the General Instructions to Contractors of the tender document.
2. Whether the rates shall be quoted separately or together w.r.t main office premises and various colonies? It is clarified that the rates should be quoted separately for Main Office Premises and each of the six colonies as mentioned in the Schedule of Quantities / Items of the tender document.
3. Sought for clarification regarding the total area of Bank’s premises mentioned in the tender document. It is clarified that approximate total areas are specified in the tender document. However, no additional charges will be paid or deducted for any differences in the area. The bidders may assess / measure the area of each premises, if required, before submitting the tender.
4. Sought for clarification regarding the schedule of quantities specified in the tender document. It is clarified that monthly rate for rodent control treatment should be quoted together for K.K. Nagar Staff Quarters and S.A.F Koyambedu while submitting the Part-II (Price-Bid) in the MSTC website.
5. What are the documents to be submitted and whether it should be provided manually or not? It is clarified that the documents to be scanned and uploaded in the MSTC website are clearly mentioned in the tender document.
6. Sought for clarification regarding the frequency of rodent control treatment. It is clarified that there is no specific frequency and the treatments should be done as and when required to abate the rodent menace but not less than once in a week. However, the rates for rodent control in the Bank’s premises should be quoted on a monthly basis and all other pest control treatments should be quoted at rate per treatment.
7. Sought for clarification regarding the frequency of mosquito control treatment in Bank’s premises & residential colonies. It is clarified that mosquito control treatment consists of both fogging and liquid chemical spraying in the premises. Further it is clarified that generally fogging should be done once in a week. However, in case of emergency situations like rainy seasons, it may have to be done at the same rates with written consent of the Bank, which will be paid separately.
8. Whether any additional chemicals can be added to make the treatment effective? It is clarified that the chemicals specified for various treatments are indicated in the tender document and any other eco-friendly chemicals/materials approved by the Government/ statutory authority required for effective control of the pests shall be provided and used by the contractor at his/her/their risk and cost.
9. Whether any other work in addition to the pest control treatment has to be carried out? It is clarified that Anti-termite and snake repellent treatments will not come under the purview of this AMC. The treatments should be done as and when instructed by the Bank in writing at the rates to be approved by the Bank.

Note: Above amendments / clarifications are issued for the information for all intending bidders. Minutes of the pre-bid meeting shall form part of tender. All other parts of the tender document continue to remain unaltered. Submission of tenders shall be construed to be in conformity to the bid document and amendments/clarifications.
