The Prebid meeting for the captioned work was held at 15:00 hrs. on February 02, 2024, in the Conference Room on the 19th floor of Maker Tower (E wing), RBI as well as over Webex, as per the Notice Inviting Tender published in RBI website and newspaper.

Ms. R Vidyalakshmi, Deputy General Manager, IT Cell, DoS, CO welcomed the participants of the meeting and invited queries, if any, from the prospective bidders regarding the captioned tender. She explained various aspects of the tender and Bank’s requirements, which need to be taken care of in their bids. Queries put forth by the representatives and clarifications given by the Bank are tabulated below:

4 Please confirm on skill set level along with the escalation in wages circular? It was clarified that the successful bidder shall pay wages to its employees not less than the minimum wages as specified in the extant Central Minimum Wages notification issued by the Ministry of Labour and Employment, (Office of the Chief Labour Commissioner (C), under Category ‘Employees employed in Building Operations’ – Area A under the following categories:
  1. Highly Skilled for 3 Team Leaders REs

  2. Skilled for the remaining 13 REs.

The per unit cost of resident engineer if found insufficient to pay for the minimum wages for the employee category shall be summarily rejected and the decision of the Bank regarding such disqualification are also binding on the bidders and shall be final.
5 Clarification on “Any unserviceable parts such as plastic parts, printer knobs, paper feed, printer interface cord, power cord etc. will be handed over to RBI and the same will be replaced with brand new parts at no extra cost to the Bank” Please refer to Clause no.6.(3)(i) and clause 7(3)(i) of Chapter 1 of NIT/tender document
6 Can we have Project handover period as Minimum 30 days? It was clarified that project handover period of more than 15 days will be considered as per the availability of time at the time of award of contract subject to approval. However, it may be noted that the successful bidder will be paid for services rendered only after the start of contract i.e., 01-04-2024.
7 Whether Estimated cost is inclusive of GST? It was clarified that Estimated cost of the tender i.e., Rs. 61 lakh is inclusive of 18% GST.
However, the bidders are supposed to quote the prices inclusive of all taxes except GST in the MSTC portal ONLY and nowhere to be uploaded along with technical bid.
8 Please remove data recovery of crush/damage Hard Disk should be recover by vendor’s responsibility The same is not possible.
9 Can we have a different format for certificate of satisfactory service from previous clients? The certificate of satisfactory service from the clients in any format can be furnished provided it captures all the information as requested in Appendix-3 of the tender document.
10 What is exactly resolution time is it 24 Hr, or next day? It was clarified that the resolution time is 24 business hours.
11 Is the facility of EMD waive off available? It was informed that as per the extant guidelines of the Bank, no firms have been exempted from submission of EMD.
12 Whether preventive maintenance is for AMC products only or for warranty products too? It was clarified that preventive maintenance is for both the products under warranty and also those under comprehensive AMC.
13 Is there any ticketing tool available with the Bank in order to track the IT issues ? It was informed that at present, there is no ticketing tool available with the Bank.
14 Whether all 16 Resident Engineers have to be stationed at Bank from the start of contract period or is there any cooling period available? It was informed that all 16 Resident Engineers have to be deployed at the Bank without fail from the date of commencement of the contract and there is no provision of cooling period.
15 Whether proprietorship firm can also be eligible for bidding? Please refer to clause A.(i) of Chapter 2: Eligibility Criteria of the NIT and corresponding clause 1(b) which is read as under: (also please refer to the corrigendum below this table)

(b) “Contractor” and “Vendor” in this document shall mean successful bidder, and where such successful bidder is a partnership firm, it shall include the partners for the time being of the said firm and the legal representatives of deceased partner(s) and where the successful bidder is a company incorporated under Company…………………19…….. / 20……… Act or is a Limited Liability Partnership registered under Limited Liability Partnership Act 2008, it shall include its successors and assignees.

Hence proprietorship firm without registered are not eligible for bidding.
16 Please clarify Appendix-5 where details of 40 Engineers is asked to submit? It was clarified that the details of 40 Engineers are asked only to evaluate the bidder and it is not needed by the vendor to deploy 40 Engineers at Bank. The successful bidder will have to deploy only 16 Resident Engineers

18 Who is the present AMC service provider ? It was informed that the present AMC service provider is M/s. Nexus Computers Pvt. Ltd.
19 Whether EMD can be submitted in the form of BG? No, EMD is to be submitted in NEFT mode only

Clause 1(b) of Chapter 1 of Tender document/NIT is revised as below:
