As per the Schedule of Tender, Pre-Bid meeting for the captioned tender was conducted on February 29, 2024. The following officials from RBI and the prospective tenderers participated.

2. Following a brief introduction by the Bank regarding the e-tender, various queries were raised by the prospective /interested bidders, which have been taken care by the Bank. Summary of the same is furnished below:

1. Is format for client’s certificate regarding performance (as given in appendix-2 of the tender document) mandatory? Can they be submitted in other government organisation’s format? The client’s certificate may be submitted as per the format given in the tender document.

Bidders can also attach such performance/experience certificates issued by former client as an additional document.
2. Is there any structure of salary components prescribed by RBI for resident engineers? There is no salary structure prescribed by RBI for salaries of resident engineers.

However, the vendor must comply with minimum wages as notified by Central Government (Central Labour Commission under GoI) /State Government (Whichever is higher) under the Code on Wages, 2019; Minimum Wages Act, 1948 and in compliance with instructions issued under Employees’ Provident Fund, ESIC, Gratuity and Miscellaneous Provisions Act, 1952, Employees State Insurance Act, 1948, Payment of Gratuity Act, 1972 etc.
3. Will any reimbursement of VDA arrears be provided by the Bank if there is any increase in VDA declared by CLC after entering into AMC & FMS agreement? Tenderer must comply with all minimum wages norms set by Chief Labour Commissioner (clc.gov.in), GoI or State Government (Whichever is higher) for the highly skilled professionals during the period of contract. Provision of minimum wages under the Code on Wages, 2019, Minimum Wages Act, 1948 provides for cost of living allowance as a component of minimum wages. Accordingly, the Central Government revises the cost of living allowance called as Variable Dearness Allowance (V.D.A) on basic rates of minimum wages under the Minimum Wages Act, 1948, every six months effective from 1st April and 1st October every year. The bidder needs to factor in such two increments of V.D.A while bidding as the applicable cost to be borne by the successful bidder. If any additional V.D.A increment/s, apart from the regular two are directed by the competent government authority, the successful bidder may make the necessary payment/s and raise an additional bill along with proof of payment to claim the differential amount from the Bank.

5. Is minimum 3 years of experience in providing AMC & FMS services of computer hardware and peripherals to at least one Financial Institution/Bank /Government Sector/PSU mandatory? It is mandatory.
6. Will solvency certificate issued before February 09, 2024 be accepted for techno-commercial bid?

Few vendors informed that they already have solvency certificates which were issued in January 2024/ December 2023. For getting fresh solvency certificates, they will again require to pay certain sum to banks as a fee for issuance of solvency certificate.
Bidders may submit solvency certificate of dates during period January 01, 2024 to March 19, 2024.
7. Can the number of IT assets under AMC/FMS be increased/reduced during the contract period? The number of IT assets may change during the contract period depending upon the life cycle of the IT assets.
8. Can the number of resident engineers posted in the Bank be increased/reduced during the contract period? The number of resident engineers to be posted at RBI, Kolkata and ZTC, Kolkata is fixed for the whole contract period.
9. In case of replacement/repairment of any PC, will the old hard disk be returnable to the Bank? Yes, hard disk will be required to be returned to the Bank for ensuring data security.
10. Can the resident engineers, whose names have been submitted in appendix-5 at the time of tender, be changed later with any other engineer? The resident engineers may be replaced. However, educational/technical qualifications/experience as indicated in the tender document must be complied.
11. Is there any certificate format prescribed by the Bank for compliance to various government laws as indicated in the tender document, which is required to be submitted along with the quarterly bills? There is no standard format at the Bank. The vendor may submit the certificate in their firm’s letter head along with necessary proofs.
12. Is private limited company allowed to participate in the tender? Yes, private limited company is allowed.
13. What are required documents regarding proof of TAN registration? Any document issued by concerned government department showing TAN no may be submitted.
14. Which type of diploma certificates are required for resident engineers? Out of 7 resident engineers, 03 may be diploma engineers in Networking/ Computer Science / electronics. The diploma must be issued by a government/ government approved/ Government recognized institution.
15. Is there any other certification required other than ISO certification? As per tender document, the Tenderer should be ISO 20000 certified (Accreditation for IT Service Management). The tenderer should preferably possess the ISO 27000 series certificate relating to Information Security Management Systems standards.

If any tenderer desires, they can submit any other certification for consideration of the Bank.

However, the Bank may or may not consider such additional certification for evaluation of techno-commercial bids.

3. Further, tenderer was advised to go through tender document and the tentative scope of work in entirely and contact MSTC personnel for any technical issues regarding registration, bidding etc. on the MSTC portal.

4. Above minutes may be treated as a part of the tender. All terms and conditions of the tender shall remain unchanged. The Bank will not be bound to entertain any further query/clarification from any vendor/contractor in future.
