Minutes of Pre-Bid Meeting cum corrigendum - Supply of sufficient number of fully covered container trucks/vehicles for transportation of Banknotes and Coins in the state of Karnataka, Bengaluru

E-Tender No. – RBI/Bangalore Regional Office/Issue/1/26-27/ET/40 - [Supply of Trucks]

The pre-bid meeting for the captioned e-Tender was scheduled at 11:00 AM on April 30, 2026 (Thursday) at Issue Department, Reserve Bank of India, Bengaluru.

2. The following officials of RBI and intending bidders were present during the Pre-Bid Meeting:

3. The queries raised by the participants during the meeting vis-à-vis the clarification given by the Bank officials are as under: -

1 Clarification is sought regarding the weight of the vehicles, as no information on their weight has been provided only the number of vehicles required has been specified? All the specifications for container trucks are detailed in Section III para 3 (v) under Eligibility Criteria of the tender document.
2 If tender is awarded to two contractors, what will be the value of PBG for each contractor PBG has to be deposited in full by each contractor as mentioned in Section -IV under the para on Performance Bank Guarantee.
3 Clarification is sought regarding the bifurcation of the estimated amount between local and outstation components, as the total estimated cost stands at ₹2 Crores? It was advised that the price bid has been normalized based on estimated requirements for remittance.
4 In the tender document, formula accorded more weightage to 6, 7 and 8 tonnes. Clarification sought on the tonnage capacity of the trucks ? All the specifications for container trucks as detailed in Section III para 3 (v) under Eligibility Criteria of the tender document are for maximum capacity required.
5 Clarification sought on tonnage for the outstation trips and past estimation in KM? It was advised that the price bid has been normalized based on estimated requirements for remittance.
6 Are extra labourers required for transportation? No labour is required for transportation, as we have called for a separate bid for labourers.
7 In the tender document (Page No 49 point No 2 & 3) both simple average and formula are mentioned. Clarification sought regarding the same? A corrigendum is being issued in this regard. All tenderers are requested to refer to the same.
8 Clarification was sought regarding minimum distance of 275 KMs for transportation of banknotes It is clarified that distance covered with the treasure up to 40 KM is considered Local. Distance covered with the treasure over 40 KM is considered as Outstation.
However, the minimum applicable distance for Outstation remittance is 275 KM.
Distance travelled is applicable only when carrying treasure. For an outstation remittance where the vehicle returns without soiled notes, rates shall be computed based on the actual distance covered or minimum distance to be covered per day with the treasure i.e., 275 KM, whichever is higher.

9 Whether rate is considered in per day basis or Kms basis? As clarified at Sl.No.8
10 In the event of a delay in unloading during coin transportation that extends into the next day, clarification sought whether rates will be determined on a per-day basis or on the basis of KM travelled? Coin remittances rates shall be determined based on actual KMs covered with treasure.
Distance covered with the treasure up to 40 KM is considered Local. Distance covered with the treasure over 40 KM is considered as Outstation.
However, the minimum applicable distance for Outstation remittance is 275 KM.
11 Whether all the past EMDs were released or not? It was informed that, all the past EMDs have been released on April 23, 2026
12 Is it required to fill all columns in all Excel sheets available on the MSTC portal? For every line item, bidders must specify the rates in each Excel sheet available on the MSTC portal while ensuring that the rates remain consistent across all entries.
13 Is it mandatory to depute a gunman during transportation, given that the tender document stipulates that necessary must be made? All security arrangements including and not exclusive of, arranging insurance of the coins, are subject to the contractor’s own risk, as mentioned in Section IV under Duties of the contractor, para (iv).
In the event of any losses, PBG representing the value of treasure being transported, shall be invoked by the Bank to recover the losses.
14 Whether Employees' State Insurance Corporation (ESIC) payment, Employee Provident Fund (EPF) is mandatory to be paid to drivers It is clarified that the contractor shall comply as per the existing Central/ State Govt. statutes/Rules.
15 Whether leased vehicles can be deployed? Yes, leased vehicles may be deployed subject to lease of vehicle not expiring during the contract period.
16 Clarification is sought regarding night halt charges, as there is no dedicated column in the Excel sheet to quote such charges? The night halt charges are to be included within the quoted rates along with all taxes, charges and driver bhatta.
17 The estimated value is ₹2 crores. If, in the future, coin transportation is carried out directly from coin mints, what would be the nature or category of this work? All the relevant factors were taken into consideration while arriving at the estimated value of the tender.

4. The following amendments/corrigendum in the Tender document is notified:

1 Section VIII – Note (ii) of Part II – price bid (ii). The L1 bid will be decided based on simple average of all the rates quoted in the above proformas. A weightage of 90% will be given for the rates quoted for coin transportation and 10% for Bank note transportation. This point is hereby removed in its entirety. The evaluation of L1 bids shall only follow the methodology specified in Section VIII, Note (iii) of Part II.

Note:

  • The above minutes of pre-bid meeting shall form the part of tender document.
  • The terms and conditions and specifications of the tender document shall continue to remain same.
  • The above clarifications are issued for the information of all the intending bidders.

The submission of bid by the firm shall be construed to be in conformity to the tender document and clarifications given above.
