E-tender Notice - RBI/Delhi Regional Office/HRMD/1/26-27/ET/63 The Pre-Bid meeting for the captioned tender was held on June 08, 2026 at 11:00 AM in Executive Conference Room, 1st Floor, RBI, New Delhi. The list of participants is placed at attached as Annexure. 2. After welcoming all the participants, GM (HRMD) briefed the participants about the tender document and importance of timelines in the tendering process and requested the participants to raise doubts, if any. The queries raised by representatives and received over email by the prospective bidders and clarifications provided are given below: | S.no. | Queries | Our reply | | 1 | Can a vendor submit a consolidated certificate containing all vehicle documents such as RC, insurance, etc., downloaded from the Ministry of Road Transport & Highways (MoRTH) website? | Yes. Such a certificate may be submitted, provided that it contains all relevant and required details of the vehicles and such documents must be self-attested by the bidders. | | 2 | (i) If a vendor does not own a bus/ tempo traveller, can they still apply for the tender? (ii) Is it necessary to quote rates for buses and tempo travellers? | (i) Ownership of buses/Tempo Travellers is not mandatory, but the bidders must be able to provide the service as per the Scope of Work whenever required. (ii) Yes. Rates must be quoted for both the bus service and tempo travellers. Refer Tender Document Clause IV(a), Para 3(i)(f) | | 3 | Is there a possibility that the minimum daily outstation distance be increased from 250 km to 300 km? | Currently there is no such proposal. | | 4 | Is a Power of Attorney required for a proprietorship firm? | A Power of Attorney is not required for a proprietorship firm, provided that the proprietor signs all the documents himself/herself. However, bidders have to satisfy the eligibility in terms of point number 1 of Section III(b) of the tender document. | | 5 | As this is an empanelment and the business will be divided between the empanelled vendors thus is it necessary to provide a solvency certificate equal to 100% of the estimated annual tender value? | Yes. It is necessary for the bidders to have a Solvency of value not less than 100% of estimated annual cost of tender. A certificate as per Format 5 must be submitted by the bidder. Refer Clause III(b), Para 6 of tender document | | 6 | Is there any relaxation provided to start-ups, particularly regarding prior experience requirements? | No. | | 7 | If a company has acquired another company, will the acquired company's experience be considered for eligibility purposes? | Eligibility shall be assessed on the basis of documents submitted by the bidder after examining whether the legal basis established therein satisfies the eligibility criteria relating to prescribed number of years as stipulated in Section III (b) of the tender document. | | 8 | Is it necessary to submit experience certificates in a specific format? | The client certificate must contain information on all the points as indicated from S. No. 1 to 12 of the format 3A stated in the tender document. If the firms are not able to obtain detailed information at serial no. 13, summary comments may be considered. Further, the Bank reserves the right to seek verification thereof from the client of the bidder. Refer Format 3A of tender document. | | 9 | If a bidder is working with multiple RBI offices, will that be treated as a single assignment or separate assignments? | Each contract for past experience will be considered individually and will be assessed as per Section III (b) of the tender document. | | 10 | If the bidder has lesser number of vehicles than the minimum requirement in one category but exceeds the requirement in another category, can the excess be adjusted? | In case the tenderer has less number of vehicles than the minimum requirement in one category, the same can be fulfilled by more number of cars belonging to higher variant/segment but not by cars of lower variant/segment for the purpose of meeting the eligibility criteria.
