(e-Tender No. RBI/Aizawl/HRMD/1/26-27/ET-2026_RBI_283708_1) Pre-Bid meeting for the captioned tender was held on July 21, 2026, at the Annex Room, 2nd Floor of RBI, Aizawl, House No- T30, VZ Building, Thakthing Veng, Aizawl, Mizoram - 796005 from 11.30 AM onwards. This meeting was attended by representatives from two (02) Chartered Accountant (CA) firms. The list of representatives from the Office and the CA firms who participated in the meeting is enclosed as Annexure to this document. 2. A brief introduction of the revised e-tender document (Corrigendum published on July 21, 2026) and related terms and conditions were presented. Thereafter, participants raised queries which were answered by the representatives from RBI, Aizawl. A summary of the queries raised by the participants and clarification given are placed below: | Sl. Participants were also apprised to be guided by the scope of work detailed in Annex-B of the revised Tender Document (Page No. 43 – 52). | | 2 | Whether the technical and financial bid have to be submitted separately in CPPP portal and whether both will be opened on August 11, 2026? | The participants were apprised that the Price Bid forms will have to be submitted in the prescribed price-bid submission filed in CPPP portal. They were also apprised that the technical bids will be opened on August 11, 2026 and the financial bids will be opened for only those firms meeting the minimum prescribed marks in technical evaluation as detailed in the evaluation criteria (Point No. VII of Page No. 25-31 of the revised Tender Document). Thereafter, the price-bids of the firms securing the minimum prescribed marks as detailed in technical evaluation will be opened at a later date. This date will also be intimated to the successful bidders. | | 3 | Whether EMD has to be submitted by MSME bidders? | The participants were apprised to refer to Point No. H of the schedule of tender revised tender document (Page No. 12), wherein it has been clarified that Micro and Small Enterprises having Udyam registration number (Udyog Aadhar Memorandum number) are exempted from EMD. The participants were also requested to upload the valid Udyam Registration Certificate for exemption from EMD, if applicable, clearly mentioning the Udyog Aadhaar Memorandum (UAM) Number. It was also clarified that the amount of EMD as per the revised tender document is ₹.14,443/- (2% of Contract Value including GST, i.e., 2% of ₹.7,22,160/-) | 3. All the interested participants were advised to read the revised revised e-tender document document and the tentative scope of work in detail. 4. Above clarifications are issued for the information for all intending bidders. Minutes of pre-bid meeting shall form the part of bid document/Agreement.
