The Pre-Bid Meeting for the Tender e-tender for Design, Supply, Installation, Testing and Commissioning (DSITC) of two nos. of X-Ray Baggage Scanner Systems for Bank’s Main Office Building, New Delhi was held on September 21, 2026 at 03:00 PM in Executive Conference Room – I, First Floor, RBI, New Delhi. The meeting was chaired by GM (Tech.) Estate Department. At the outset, GM (Tech.-Electrical), Estate Department welcomed the participants to the meeting and invited queries, if any, from the prospective bidder regarding the captioned tender. ‘Bag loading and unloading platform: In put side loading platform: Made up of SS 304, height adjustable duly protected by acrylic sheet to prevent hand entry inside tunnel. Width and height as per tunnel height; Length = 50 CM. Output side unloading platform: Made up of SS 304, height adjustable duly protected by acrylic sheet too prevent hand entry inside tunnel. Width and height as per tunnel height; Length = 50 CM. At the end of both loading / unloading platforms a bar made up of SS 304 should be provided to avoid falling of bags on ground’.
The participant requested to provide the drawing/images. | The successful bidder / supplier shall submit the design drawings and layout diagrams of the X-ray Baggage Scanners proposed to be installed and shall obtain the prior approval of the Bank thereon, before commencing any manufacturing/installation work. | | 2. | As per Point no. 19 of Section IV (a) of Tender Document:
‘Video display: Two number of 21” or better effective viewing area LCD/LED flat Monitor with 0.25 mm. dot pitch SVGA High resolution, low radiation, flicker free, wide diagonally, resolution at least 1280 x 1024, 24/32bit colour real time processing. All image enhancement controls must be touchscreen activated by the system operator is able to clearly and visibly the details of all images’.
Participant requested that It is requested that the mandatory requirement for touchscreen-based activation of all image enhancement controls may kindly be removed. The specification may instead require that all image enhancement functions are readily accessible and operable by the system operator through the system’s user interface, whether via touchscreen, keyboard, mouse, or other equivalent operator controls. | All image enhancement controls may be keyboard/mouse controlled. As such, image enhancement controls and user interface using touchscreen in not mandatory.
All other conditions shall remain unchanged. | | 3. | As per Point no. 21 of Section IV (a) of Tender Document:
‘Radiation Safety: The machine must comply with requirements of health and safety regulations about mechanical, electrical and radiation hazards. Before installation of the machine, the supplier/manufacturer should furnish NOC from Atomic Energy Regulatory Board (AERB) of India regarding radiation Safety after every 5 years. The company manufacturing the equipment should have ISO certification for manufacturing and servicing of X-ray Screening machines’.
The Participant suggested that Before installation of the machine, the buyer should furnish NOC from Atomic Energy Regulatory Board (AERB) of India regarding radiation Safety after every 5 years.
| In terms of the revised Government guidelines, the NOC from the Atomic Energy Regulatory Board (AREB) is to be furnished by the supplier / manufacturer on a client-specific basis.
Banks will extend the documentation required for the NOC application, while all liaisoning, facilitation and follow-up necessary for obtaining the NOC shall be undertaken by the supplier / manufacturer at its own end. The cost incurred towards obtaining the AREB NOC will be reimbursed by the Bank and will be admissible only upon receipt of the AREB NOC Certificate. | | 4. | As per point no. 8 of Section III (b) of Tender Document
‘Local Presence of at least one year - The bidder shall submit documentary proof in support of having an office in NCT of Delhi’.
The participant requested to consider having local Engineer / authorized service partnership in Delhi for more than a year. | The firms/companies having their local presence as per point no. 8 of Section III (b) of Tender Documents in NCT of Delhi along with satellite towns including Noida, Ghaziabad, Gurugram and Faridabad may also be considered eligible for the bid. | Above clarifications are issued for the information of all intending bidders. Minutes of the pre-bid meeting shall form part of tender. Rest of the terms and conditions shall remain the same. | |
