Minutes of Pre-bid Meeting

Reserve Bank of India, Bengaluru invites two-part tender through e-Tender mode from eligible contractors who meets the minimum pre-qualification criteria specified below for the following work. The salient details of the work for which bids are invited and important instructions to the bidder are as under:

2. Intending tenderer should meet the following eligibility conditions to qualify for participation in the tender:

i. The tenderer must be either an Original Equipment Manufacturer (OEM) of the offered DG set or must be an Authorised dealer / representative of the OEM of the offered DG set. Necessary documents in support of the above shall be submitted along with tender Part-I. The tenderer shall submit the applicable document as Annexure XI.

ii. Experience prior to five years: - The tenderer must have experience of minimum 5 years in the field of undertaking the work of Supply, Installation, Testing and Commissioning of DG Set. For establishing the same, the tenderer should submit copy/ies of work order/s for such work/s, issued on or before August 31, 2021 and also copy of the respective completion certificate.

iii. Qualifying Works:- The tenderer must have successfully executed “similar works” during last 5 years, (i.e.; works completed on or after September 01, 2021), individually costing as under:

(a) Three works each costing not less than 40% of estimated cost.

OR

(b) Two works each costing not less than 50% of estimated cost.

OR

(c) One work costing not less than 80% of estimated cost.

Note: Similar work means ‘Supply, Installation, Testing and Commissioning of 125 kVA Diesel Generator Sets or higher rating) and associated works for the office buildings/commercial premises/industrial houses

(For establishing the above, the tenderer should submit copy/ies of work order/s for such similar work/s, issued on or after September 01, 2021) and also copy/ies of the respective completion certificate/s)

AND

iv. Have a minimum yearly turnover of 100% of estimated cost during the last 3 years (2023-24, 2024-25 and 2025-26) supported by audited financial statements.

AND

v. Have a service set up in Bengaluru city for rendering after sales service.

AND

vi. Local Content: Only Class-I Local suppliers will be eligible to bid as per Public Procurement (Preference to Make in India), Order 2017 (Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry Order No.P-45021/2/2017-B.E. II dated 15 June 2017) and its subsequent amendments & Ministry of Power Order No. A1/2021-FSC-Part(5) dated 16th November 2021 and its subsequent amendments. The ‘local content’ requirement to categorize a supplier as ‘Class-I local supplier' is minimum 60% as per Annexure I of Ministry of Power Order No. A-1/2021- FSC-Part(5) dated 16th November 2021.

The bidder shall submit a duly signed declaration from the OEM, certifying the extent of local content, in the format specified in Annexure XVII.

Note: Only tenderers who qualify above eligibility criteria will be eligible to tender for the work. A tender submitted by a firm who is found to be not satisfying the above criteria will be liable for rejection.

3. Tenderers should upload the following documents in respect of fulfilling their eligibility with suitable file names as indicated.

i. Copies of detailed work order/s, in respect of similar work/s, indicating scope and value of work/s, completed on or before August 31, 2021, for establishing prior experience before five years (file name eg: WO1, WO2 etc.)

ii. Copies of detailed work order/s, in respect of similar work/s, indicating scope and value of work/s and completion certificate/s in respect of the same work, executed on or after September 01, 2021, for establishing the qualifying works executed by the tenderer during last five years (file name eg: WO1, WO2 etc.),

iii. List of completed works with all the details (File name eg: CW1, CW2 etc.)- In the format of Annexure I.

iv. Profile of the tenderer

v. Copy of Certificate of Incorporation

vi. Copy of GST Registration

vii. If the tenderer is a Micro or Small Enterprise (MSE) then the tenderer shall submit copy of MSE Registration Certificate.

viii. Details of Bankers as per Annexure IX

ix. Client certificate regarding performance of the contractor for the qualifying works. (File name eg: CC1, CC2 etc.) – As per the format of Annexure II

x. Proof of remittance of EMD/ copy of Bank Guarantee In Lieu Of Earnest Money Deposit as per Annexure III

xi. Banker’s Certificate as per Annexure VI

xii. Copies of Audited financial statement for turnover for last 3 years, i.e., (2023-24, 2024-25 and 2025-26) (File name eg: FS1, FS2 etc.)

xiii. Details of service setup in Bengaluru/any city of Karnataka- In the format of Annexure VII

xiv. Undertaking for no deviation – As per Annexure VIII

xv. The particulars/Catalogues and the names of manufacturers of specified item.

xvi. Copy of Power of Attorney as per Annexure X (Original to be submitted by the successful tenderer to Bank)

xvii. Technical details of proposed system as per Section IX

xviii. Authorisation letter from Original Equipment Manufacturer (OEM) of the offered DG set as per Annexure XI (Part A) or Declaration of being an OEM for the offered DG set as per Annexure XI (Part B)

xix. Any other information relevant to the proposed work

Note 1:- (Regarding client certificate):

  • In respect of Government Departments/Public Sector Undertakings the certificate should be signed by the concerned Executive Engineer or an officer in an equivalent or higher rank.

  • In respect of Departments other than Government Departments/Public Sector Undertakings apart from the certificates mentioned above, the TDS certificates matching with the payments related to the work executed shall also be enclosed.

Note 2:- The tenderer shall submit above document/s, in original, as and when demanded by the Bank.

Notes:

1. The Part-II, i.e., Price-bid will be opened at a later date as intimated by the Bank in respect of only those contractors/bidders who satisfies all criteria stipulated in Part-I. The Bank reserves the right to accept or reject any or all e-Tenders without assigning any reasons thereof.

2. The applicants shall furnish the name and addresses of their recent clients for whom they have carried out similar works/supplies in the recent past, along with full details like the cost, type and capacity of the system/machine supplied, the date of the supply etc.

3. The applicants/tenderers have to submit in CPP portal before the last date of submission of part I:

a) Client’s certificate as per format at Annexure- II from their clients for whom they have carried out "eligible works" in terms of the eligibility (Pre-qualification) criteria explained in this notice.

b) Banker's certificate as per format at Annexure - VI from their banker/bankers.

4. The certificates should be addressed to Regional Director, Estate Department, Reserve Bank of India, Bengaluru and shall be submitted along with Part I of the tender.

5. The client's certificate shall be accepted only when the same is signed by an official of the rank of Executive engineer/Superintendent Engineer or equivalent in respect of a Government/Semi Government organization or a PSU and they are supported by adequate proof of payment received by the contractor for the work done by him. The client's certificate issued by the private organizations shall also accompany Tax Deducted at Source (TDS) certificates. The Bank shall have the right to independently verify these certificates.

6. The Bank shall evaluate the said reports before evaluation of price bid of the tenders. If any tenderer is not found to possess the required eligibility for participating in the tendering process at any point of time and/or his performance reports received from his clients and/or his bankers are found unsatisfactory, the Bank reserves the right to reject his offer even after opening of Part-I of the tender. The Bank is not bound to assign any reason for doing so.

7. The Bank is not bound to accept the lowest tender and reserves the right to accept either in full or in part any tender and reserves the right to reject all the tenders without assigning any reason there for.

8. Bank reserves the right to accept or reject any or all Bids without assigning any reasons and also reserves the right to relax any of the terms and conditions. No Contractor shall have any cause of action or claim against the RBI for rejection of his Bid.

9. Applicants intending to apply will have to satisfy the Bank by furnishing documentary evidence in support of their possessing required eligibility and in the event of their failure to do so, the Bank reserves the right to reject their candidature. Tenders without EMD will not be accepted under any circumstances.

10. All the tenderers may please note that any amendments / corrigendum to the e-tender, if any, issued in future will only be notified on the RBI Website and CPP Portal as given above and will not be published in the newspaper.
