Minutes of Pre-bid Meeting - Supply of Medicines and Non-Medical Items to Bank Dispensaries at Lucknow

(Event No.- RBI/Lucknow Regional Office/HRMD/1/26-27/ET/162)

A pre-bid meeting regarding the e-tendering for the supply of the medicines and non-medical items to the dispensaries of Reserve Bank of India, Lucknow was held on June 16, 2026, at 12:00 PM. The meeting was conducted offline at the Board room (HRMD), 3rd Floor, Reserve Bank of India, Lucknow.

2. The list of officials of the Bank and the interested bidders who participated in the pre-bid meeting is given in Annexure-I.

3. The following points were discussed in the meeting: -

I. The vendors were advised to comply with the guidelines and the terms and conditions mentioned in the RFP (Request for Procurement) document. All the major terms and conditions were explained to the vendors in detail.

II. The vendors were advised not to wait for the last date to quote their respective price bids to avoid any last-minute hassles.

III. The bidders were also informed about the provisions of Earnest Money Deposit (EMD) and Performance Bank Guarantee (PBG). The bidders enquired about the modes of payment of Earnest Money Deposit and various modes of submission of the same were explained to the vendors in detail.

IV. Important points to be kept in mind by the vendors while supplying the medicines like date of expiry, supply of medicines on quarterly basis within the time stipulated in the indent, rules regarding replacement of medicines etc. were explained in detail.

V. The vendors were informed about the submission of bills for payment. It was reiterated that the final bill for payment shall be supported by the original purchase order of the medicines indented.

VI. Sample queries/questions raised by the prospective vendors during the pre-bid meeting are as under:

1 What, if the prescribed medicine is not available/short supply or banned? Are we allowed to supply substitute for that particular medicine? The supplier may be asked to supply an alternate medicine suggested by RBI.
2 If bidder does not have outlet in Lucknow, is he is eligible to participate? If he assures to open an outlet with 30-45 days from the date of LOA as allowed in other RBI tenders. If yes, what would be the mobility period in case the bidder has to open shop. Please refer Section IV eligibility criteria para (g).
3 Solvency certificate requirement is for how much amount? 100% of Tender Value

VII. All questions and clarifications sought by the interested bidders were appropriately responded to by the bank officials.

VIII. Bidders were advised to regularly monitor the RBI website and the MSTC portal, as any Corrigendum to the tender, if considered necessary, shall be issued, and uploaded on the aforesaid platforms.

IX. The meeting concluded with vote of thanks to the participants.
