Minutes of Pre-Bid Meeting - Design, Supply, Installation, Testing and Commissioning of Roof Top Grid Interactive SPV based Solar Power Systems in Office Premises and Residential Colonies of RBI Hyderabad

As per the schedule, a pre-bid meeting for the captioned RFP was held at 11.00 am on May 26, 2026, at VC room, 1st floor, Main Office Building, RBI, Hyderabad.

2. Representatives from five firms viz., M/s. Raywatt Solar Power Systems Pvt Ltd, M/s. Green Secure Energy Pvt Ltd, M/s. Visaka Green Pvt Ltd, M/s. Akshaya Solar Power (India) Pvt Ltd., and M/s. Actual Powers Pvt Ltd. had participated in the pre-bid meeting along with officials of the Bank. List of participants is mentioned in Annexure-I.

The following queries / proposals were raised during the pre-bid meeting.

The clarifications given by the Bank are as follows:

1 Reference was given to the recent MNRE guidelines pertaining to Domestic Content Requirement (DCR) which mandates the use of domestically manufactured SPV cells and modules. In view of this, concern was raised to reduce the maximum wattage of PV module and efficiency indicated in Annexure 1-B(viii) in line with ALMM list-I and list-II. It is clarified that the solar photo-voltaic module of minimum 570Wp (instead of 650Wp mentioned in tender) nominal power output under STC to be provided with high efficiency of minimum 21% TOPCON / PERC based modules (bifacial) solar cells.
Suitable leaflets/catalogues for the offered makes and models of PV cell and module are to be enclosed by the bidder along with Part-I of tender.
2 Interconnection of the panels across different blocks may lead to long cables and voltage drop. As per the scope of work mentioned in Section-VII of tender, the smaller units(e.g.5kW,10kW,15kW) need to be integrated to make suitable outputs to cater the requirement of common area load. Accordingly, necessary permission and needful for installing/upgrading the net-metering and its synchronization are to be done by the contractor in coordination with the Electricity Supplier (DISCOM). The intermediary feeder/Common panel box to integrate the smaller units to give a single output shall also be in the scope of the contractor. It was also clarified that the generation by these solar panels are to be distributed among three energy-meters installed for common area loads for which net-metering of suitable capacities are to be provided by the contractor. Bank shall re-imburse the statutory charges paid to the DISCOM, on submission of proof against it.
3 Whether Bank will provide Wi-fi connection, SIM connection for data logging and water connections for cleaning of solar panels. It was clarified that the necessary SIM connection needs to be arranged by the contractor. The relevant tender clause pertaining to data logging, remote monitoring system through licensed software etc. remain unchanged.
Bank will provide the water connection for cleaning of the solar panels.
4 Concern was raised regarding maintaining the required guaranteed annual generation of 1500 KWH per KWp per year throughout the first ten years of operation, as SPV module capacity degrades by approximates 1% annually. Please refer to the tender clause 3.17.1 which states that PV modules used in solar power systems / systems must be warranted for their output peak watt capacity, which should not be less than 90% at the end of 10 years and 80% at the end of 25 years. The same may be adhered to in line with ‘Annexure B’ which also states that, ‘efficiency of each solar PV System shall be guaranteed to minimum 90% at the end of 10 years and 80% at the end of 25 years.
5 Concern was raised if one number of weather sensors can be installed at each location. It was clarified that since there are 02 locations viz. Ameerpet Officers Quarters and Main Office Premises, one set of all weather-related sensors namely pyranometers, temperature probes, integrated wind speed measurement unit etc. needs to be provided at each location. Please refer to the tender clause 7.10.6 in this regard and design the installations accordingly.
6 Clarification requested regarding fulfilment of DCR as published by MNRE. Please refer to the MNRE circular No. No. 283/63/2025-GRID SOLAR dated May 25, 2026 in which it is mentioned that “As per para 8 of MNRE's O.M. no. 283/59/2024-GRID SOLAR dated 09.12.2024, reiterated vide MNRE's O.M. no. 283/59/2024-GRID SOLAR dated 28.07.2025, all the Net-Metering projects and Open Access RE power projects, which get commissioned on or after 1st June 2026, shall have to mandatorily source their solar PV modules from ALMM List-I and solar PV cells from ALMM List-II.”
In this regard, all bidders need to submit an undertaking confirming that they would adhere to the above MNRE circular (No. 283/63/2025-GRID SOLAR dated May 25, 2026) or any latest guidelines issued by MNRE. Further, the Make of PV Cells chosen from the latest ALMM list-II is to be mentioned in the undertaking.
Please note that this is in addition to the requirement mentioned in “SCHEDULE OF TECHNICAL DATA TO BE FUNISHED BY THE CONTRACTOR” for PV Modules in tender.
7 Whether the format of Annexure D (Undertaking by manufacturer of SPV Modules and PCUs regarding the manufacture’s obligation to extend uninterrupted after sales service to RBI) can be altered. It was clarified that the undertaking is to be submitted in the format given in Annexure ‘D’ only. Bidders are requested to submit the same.
8 Whether only leg assemblies of the mounting structure can be provided of hot dip galvanized (HDG) material instead of entire structure as HDG. There is no change in the tender clause 7.10.2.C. It is clarified that entire mounting structure needs to be provided with hot dipped galvanized material.

Further clarifications are as under:

1) The bidders are advised to submit the bids through the newly incorporated MSTC portal (version 3.0) only, along with the documents in support of the eligibility criteria as mentioned in NIT/tender document.

2) Bidders are advised to submit their bids well before the last day of tender submission to obviate any chance of technical glitches during uploading.

3) Bidders are advised to upload a signed copy of this minutes of pre-bid meeting.

Note: Above amendments / clarifications are issued for the information for all intending bidders. Minutes of the pre-bid meeting shall form part of tender. All other parts of the tender document continue to remain unaltered. Submission of tenders shall be construed to be in conformity to the bid document and amendments/clarifications as mentioned above.
